Why “no upload” is more than a privacy slogan
If you handle other people’s documents professionally — legal, medical, accounting, HR — uploading a client file to a third-party processor is not a preference question. It is a data-processing decision that may need a legal basis, a processor agreement and a retention policy.
A tool that never transmits the file sidesteps that entirely. There is no processor, because there is no transmission. That is a different claim from “we delete your files after an hour”, and it is one you can check yourself rather than take on trust.

Smallpdf does OCR (making scanned text searchable), e-signatures, Office conversion (Word, Excel, PowerPoint), and offers team accounts with shared storage. Those need either heavy server-side processing or an account system, and a purely client-side tool cannot do them.
If your work depends on those, pay for Smallpdf. If you mainly merge, split, compress, rotate and convert — and especially if the documents are confidential — there is no reason to upload them anywhere.
